After you run Collect.exe, you'll find vslogs.cab in your %temp% directory. Please upload vslogs.cab to a public site, like SkyDrive, and post the link here.
As a quick shot in the dark, you can try the procedure in irarab's answer in this thread:
Then, rerun the .NET Framework 4.0 installer.
I downloaded in public folder
From your vslogs.cab, it appears that the install never started. There are no .NET Framework 4.0 logs in your vslogs.cab.
This couls be caused by Windows Installer corruption in your OS. You caould try a repair install of your Windows XP.
For help with that, of Windows Installer repair, these forums are your best bet.
When i tried to install, program created a folder, but it can not write in folder. I tried to change security settings, but i was not successful. I am only the user on my computer, there is no groups. How temporary to change security settings for full access of folders on main disk?
