感谢你在MSDN论坛发帖。

据我所知，你可以尝试重置你浏览器的 proxy。

我这边搜索到如何重置的步走，你可以参考一下。

IE代理服务器设置 。 

下面也是visual studio 没有办法链接到nugget，它就是采用初始化proxy，解决问题。
