For Windows 7, .NET Framework 3.5 with SP1 is shipped with it as one of OS component.
For .NET Framework 3.5 with SP1, it includes .NET 2.0 with SP2 and .NET 3.0 with SP2 as prerequisite.
This means, you have the .NET Framework 2.0 SP2, 3.0 SP2 and 3.5 SP1 plus a few post 3.5 SP1 bug fixes on Windows 7. They are OS components. Thus, we don't need to manually install it.
You may follow the two setps shown below to see if the issue is fixed.
1. Check whether you have turned on the windows feature of .NET Framework 3.5.1.
Please go to Control Panel -> Programs and Features -> Turn Windows features on or off -> Check the box next to Microsoft .NET Framework 3.5.1.
2. Use Verification Tool to verify .Net Framework 2.0 SP2, 3.0SP2, 3.5 SP1. If .Net Framework cannot be verified on your computer, you
can try to follow the steps mentioned in the following blog to repair them though this article is about vista.

the .Net Framework 2.0. error is associated with hardware drivers not being compatable with windows 7
typically printer drivers after a windows 7 upgrade are still associated with the previous OS.............
go to ur pirnter or other hardware manufacturese site to find and install windows 7 drivers for ur hardware
this should eliminate the 2.0 error
YES ! This is what finally got rid of the Pesky Pop-Up ! Do you have a Lexmark Printer per chance? I do and I had to UNINSTALL the Drivers then go onto the lexmark website to get the New Drivers for Windows7 for my printer...PRESTO ! I was also having trouble
printing before intermittedly where it wouldnt print and now that has been elimnated as well. It was maddening to constantly have the Pop-Up appear every time I booted up! Am so relieved I found the fix....

This is a common problems with Lexmark printers, though I imagine it can happen with other printers as well. The issue is that Lexmark mistakenly installs a 32-bit driver for Windows 7 64 bit systems. You have to uninstall the printer, reboot,
go to the Lexmark site, and download and install the correct driver for your printer and for Windows 7, 64 bit. Take a look at their write-up for a bit more detail:
