How to create a animation tool for show image squence frame by frame?

Is there anyway for showing image squence frame by frame, just like showing gif image, in my app, it offen needs to show some animations of toggle images, so I need a best tool to do that and has the best performance: running smoothly, reducing memory using, and recycling memory in time.
