不知道我理解的对不对，我把我理解的意思说一下看看是否正确：

wp8用USB和电脑连接之后你想通过PC端的CMD的命令行来把某个文件从本地复制到Windows Phone上。

我的理解就是你想做一个简单的粘贴复制的动作，所以跟Windows Phone开发没有关系吧。就此我建议你参考一下Copy命令，这个是在PC端CMD下面可以用的。我不确定是否Copy可以正确运行（我对这块不是很了解），所以才有之后的我建议你到Technet的论坛去问这么一说。
