  • devcon install creates a root enumerated device.  The USB hardware ID indicates you are installing on a usb device. you should not be creating root enumerating a device for a usb install.  Instead, you should be using devcon update to apply the INF to the existing device.

  • Modem is an upper filter of Port class devices.

    How can we now install a dialup connection on any COM port? I've tried to create connection from Network & sharing center in 1809, on a USB to serial device of a different make (FTDI).

    It failed immediately, even did not attempt to detect a modem behind the COM port.

    Aha, found it: in Device Manager->Action-> Add Legacy Hardware...

     -> Manually select -> Modems

    Check "Do not detect" ...

    Then it allows to select a generic modem type and the COM port (or install it on all com ports).

    So, OP, try this with your device.

  • I don't know off top of my head. Try to install manually and understand what gets installed (modem.sys as a filter driver? anything else?)
