Windows 8.1 Network Connectivity "One or more network protocols are missing on this computer" error

  • Friend's computer running Windows 8.1 is unable to connect to a wireless network giving the following error: Problems found: One or more network protocols are missing on this computer. Windows Network Diagnostics is unable to repair the problem. 

    This problem appeared after Webroot SecureAnywhere Complete was installed and run. It detected several problems (virus, trojan, malware) and it removed the infections. My friend did reboot the computer and since then it became unable to connect. 

    Has anyone had this kind of problem happen to them, and what if anything, other than restoring from scratch, can be done to regain connectivity.
