Language incorrect

Question
-
Why - is English (UK) NOT available as an option on Technet Forums
And why - when I reset my language to English (UK) in profile settings on my account (https://account.microsoft.com/profile/)- does it not change my country ?
I have logged out and back in again and it still has English USA as my language !
We dont all live in USA - Thank God !
