    Hi,
    I am developing a desktop aplication in c#..i want to add a translation feature in this applicaition..How can I use MS translation API or Bing's translation api to work offline(without internet)  in my desktop application..can i add my desired language pack into database to use it offline..if yes then how??

    It doesn't work that way. Bing translation API is available exclusively online as explained here.

    For offline translation you could try using an offline toolbox, this one looks serious (to be honest I haven't tried it). Or just making one yourself if you have the time and interest :3
