Buying VM includes a fixed IP address?

Question

When we buy a VM, includes the service a fixed IP address?

We need to buy a VM to implement a service who require a fixed IP address, and to assign a 3rd level domain name, like

support.mydomain.com

Is this included with the Azure VM service?

While launching a VM you have options to select the OS (you need to pay for OS license) , storage (kind 0f storage), Compute( VM tier), IP address (Static or Dynamic), Custom DNS.
