Will WES 2009 Dev Environment run on a Windows 10 machine?

Question

Is it possible to take a WES 2009 Dev Environment currently running under Windows 7 and upgrade the system (full hardware and software replacement) to Windows 10 and have everything work as it was before?  We would be imaging the current Dev HD and putting it into the new system.

I tried to do so on Windows 7 Enterprise, but the tools didn't worked. So I did the same as Sean Liming and installed the stuff in Windows XP Mode.

Note: If you have both WES2009 and XPe, do not install them in the same VM. In my I got troubles with the MSDE
