  • In what section/element that is?

    I guess it is under <appSettings> element so it is some application specific setting. If that is case, then possible documentation can describe the real usage of the setting. Possibly controlling debug mode of that application.

    According to my understanding,it is a custom application setting.
    And it can be used in your program. Modify the debug attribute to false in the.config file that to disable debugging for that application.
