Dreaded Error 0x64: Error communicating with the Windows Phone Dev Center.

Hi,
I'm trying to unlock my Nokia Lumia 610 for development. My very first deployment! Sadly it doesn't seem to work:
Error communicating with the Windows Phone Dev Center. Please set the correct date and time.. etc Code 0x64.
Tried everything I can find on Internet:
- Verified versions of software Zune, etc.
- Verified correct date & time (even set manual)
- Verified internet connection (Phone has 3G and wifi, browsing works perfect!)
- Inserted a SIM card (was using none, but that could also solve the problem..not)
- Reset the Phone (is was out-of-the-box, but okay..)
- Turned wifi on/off, 3g on/off several combinations.
- Retried many times.
I'm at a loss here.. Can someone please help. The lumia 610 = Windows Phone 7.8 (7.10.8862)
Development machine = Windows 8.1 Pro - fully updated, SDK latest patch, VS2012 Update 4.

I have the same issue, I cannot dev unlock my windows phone 7.8 any more. Has something changed?Saturday, May 24, 2014 8:27 PM

I can't unlock any of my Win Phone 8.0 devices. I've been trying for days. They seem to eventually register on the portal, but the unlock fails with the 0x64 error. This is really frustrating!Friday, June 13, 2014 2:48 PM

I have the same problem with my Windows Phone. I cannot register the phone using the Windows Phone Registration Tool.
Error from the Windows Registration Tool:
If I try to register the phone I get an error message with error code 0x64. Zune is running by the way. However in the account information, i can see that the phone is registered.
Error from the Dev Center App:
Please try again. Unfortunately, we couldn't connect to Dev Center. Make sure you have a Network Connection.System: Windows 8.1 - 64 Bit
Zune 4.8.2345.0 is running and detects the phonePhone: Samsung Omnia 7.8
W-LAN is working
A sim card is not included- The phone has also been reseted with no success
- The phone and the PC have the same date and time
- IPOverUSBSync is running
- Wireless is working on the phone. I can access internet using the browser, accessing hotmail. I downloaded the dev center app over wireless.Something funny. I clicked on the sign in button in the Dev Center on the phone. This time i tryed the could not sign in with the account link. I did the whole process to change the password on the phone. At the end the sign in was working fine on my desktop pc, but still I was not able to sign in into the App using Dev Center.
