Could you elaborate your environment? Which version of TFS are you using? What kind of project are you trying to build? How's your build definition like? Are you able to build your project locally?
Please try to login your build agent machine, and build the project with MSBuild command line locally, to see what result will you get. Make sure you have the same environment on your build agent machine as on your local machine.
