Generally, mobile devices act as client side of a distributed application, why would need to let a service proactively ping mobile node? If the mobile devices is connected to your local network (or internet available), you can try using standard network
ping to visit it. Otherwise, I think the reasonable choice is having the mobile devices installed a certain program which will constantly notify a service to report its existance. Please remember to mark the replies as answers if they help and unmark them if they provide no help.
