Having issues with 2 Net Framework and MS Visual C++ updates.
Have tried all fixes. None of the mentioned will un-install. Can't fix, remove, or update them. When running windows update and choosing the 3 critical updates to install, I get 2 failures and one success. However the
next time I run update, all three are reported as needed critical updates ... I've been working on this for a few months now on and off.
I'm running Windows 7 Pro 64-bit. All other updates and the rest of the system works fine.
I've also tried a few 3rd party fixes as well as some MS recommended utilities. In every case I get a report that the repair or fix failed.

It is one case of mine and you can try this solution to uninstall them completely.
Then we need to install them. From you description, I’m sorry but I can’t find the reason(We need some more information like error codes and installation logs). So could you please show me your installation logs. Collect logs with this:
After you run Collect.exe, you'll find vslogs.cab in your %temp% directory. Please upload vslogs.cab to a public site, like SkyDrive, and post the link here. Then I can help you check your real problem.
(PS: Before you run this tool. Please clean your %temp% folder and make sure you have reinstalled your updates)
