    Welcome to the MSDN forum.

    Please check this doc: Announcing .NET Core 3.0

    Windows Desktop apps are now supported with .NET Core, for both Windows Forms and WPF (and open source). The WPF designer is part of Visual Studio 2019 16.3. The Windows Forms designer is still in preview and available as a VSIX download.

    The .NET Core Desktop Installer is the Windows desktop runtime, the .NET Core runtime is different from the Windows Desktop runtime. Only the latter is able to run WinForms and WPF apps. This is similar to how you need the ASP.NET runtime to run ASP.NET FDD apps.
