Windows (phone) emulator 8.1/10 stuck at loading the OS

Question

I've been trying to get the emulator to work for days. Previously I tried the Windows Phone 8.1 Emulator as well as the Windows 8.1 Simulator and both were stuck at loading the OS.
Earlier today I installed the new Windows 10 Tools and thought I should give it another try with the new Windows 10 Emulator... And no, still the same result.
What's strange is that, the Hyper-V Manager seems to be doing OK. I can see the app displays correctly on the little Preview window (see the box on the left side of the picture below).
Also, breakpoints are hit, the project seems to be running OK.
As many answers have already suggested, I tried letting it running for an hour, but still nothing came up.
Things that I've also tried include uninstalling all the Virtual Machines as well as repairing the WP 8.1 Emulator, nothing has worked so far.
Please help, this has driven me completely insane. :(

Have you tried opening the HyperV manager then click on your computer's name in the left pane and you will see all your emulator in the middle pane, left click the emulator you trying to load and reset it, then left click again and start it up and then try running your program again in VS, if that doesn't work find the emulator ENU app in the control and click repair to repair its installation and if that doesn't work try removing the hyperV and win8 emulator app completely and re-installing them,

I actually have tried all these but it still doesn't work. What I lately found is that the Windows Store Simulator also doesn't work. As far as I know, the Simulator doesn't use Hyper-V at all...
I also tried rolling back to Windows 8 and everything started working again. And then I did a complete re-installation of Windows 10 (10041) followed by VS13 and VS15, again, both the simulator and emulator have stopped working since...

Hello,
We have heard about a report of this problem, and with the OS build you have, you can use the following workaround to get around this problem.
1.) Open Hyper-V
2.) Shutdown any existing configured Phone emulators.
3.) Click on "Virtual Switch Manager"
4.) Click on the "Windows Phone Emulator Internal Switch"
5.) Remember what the settings are displayed there (because you will delete it and recreate it)
6.) Delete the existing "Windows Phone Emulator Internal Switch" by clicking "Remove"
7.) Click "Apply" and "OK"
8.) Re-create the "Windows Phone Emulator Internal Switch" by clicking the "New virtual network switch" and use the same settings you remembered in Step 5.
9.) Then try to F5 from Visual Studio - which should configure a new emulator on the right virtual switch.
Let me know the results.

Hi Prashant, I have tried this countless times and still had the same result . Not sure if this would help, if I change the Windows Phone Emulator Internal Switch to use Private network instead of Internal, I will get a couple of warnings saying Unable to determine the Host IP address and then the Emulator will show up with the Emergency Call screen. Not much I can do from there as the three buttons on the bottom are not functioning at all. Also pleaser note that my windows Simulator doesn't work either. It gets stuck on loading the OS' too. As far as I know the Simulator is not using hyper v, which suggests the issue might have nothing to do with hyper v?

That's not true. All my friends and colleagues got it working on their Windows 10 TP. This is a bug.
