Upgrade of TFS 2008 to TFS 2012 - Project Collection is Offline

Hi,
We are trying to Upgrade TFS 2008 to TFS 2013.
As the first step, We wanted to Upgrade TFS 2008 to TFS 2012.
1. We have taken backups of TFS 2008 Databases
2. Installed TFS 2012 Update 4 in the new hardware and tried running Upgrade
3. Upgrade is failing. Also, We found the TFS 2008 Project Collection status is offline.
Please guide me so that we can resolve the issues and go from there.

Hi John,
I was able to resolve the error. I detached all the databases and uninstalled TFS 2012 from the Server. I re installed TFS 2012. Restored all the databases from TFS 2008 to TFS 2012 SQL environment. Followed the upgrade path. All Project Collections were upgraded and came online as well.

Yes, we cannot upgrade from TFS 2008 to TFS 2013 directly, so we need upgrade TFS 2008 to TFS 2010 or TFS 2012 first, then upgrade to TFS 2013, you can refer to the information in this document: https://msdn.microsoft.com/en-us/library/dd631912.aspx?f=255&MSPPError=-2147217396.
When the upgrading to TFS 2012 Update 4 failed, which detailed error message you received? Please share it here.
If you want upgrade to TFS 2012 Update 4 on a new hardware, please follow the steps in this document: https://msdn.microsoft.com/en-us/library/jj620930(v=vs.110).aspx.
Note: make the full backup for your TFS 2008 Server before any upgrade/move operation.
