'Site Collection Administration' options in Sub-Sites

Currently I can access the Site Collection Administration options in my main site, but in the sub-sites settings, I am unable to reach those same options. What do I need to do to make that list show up in my sub sites?

Actually "Site collection Administration Options" are only for the root site collection admins. you can't access them from the sub site. This is the security check, like if you have different admin for the sub site and you don't want him to mess with main site collection.
If you don't have admin rights to root site collection, simply you can't see them.

Site Collection Administrator is a root Admin for entire sites under this site collection. For all the subsites, either you can inherit permission or break and give separately a full control permission or any other.
As a site collection administrator, you have a user account, not an administrative account, but you perform administrative functions for all the sites within your site collection. Most importantly, within the constraints of the permissions decisions that your farm administrator made, you establish the default permissions settings that all the sites, sub-sites, and content in your site collection will inherit.

Lists are always specific to web level. You can use either CQWP(content query webpart) or CSWP(content search webpart) to display the list from your root site to subsite.
