Can't launch or repair VS 2017

    Question

  • When I try to launch VS I get the following error:

       The setup for this installation of Visual Studio is not complete.  Please run the Visual Studio Installer again to correct the issue.

    The first time I ran the Installer, it said it needed to reboot to complete an install.  I pressed the Reboot button to reboot the system; but, when it came back up I still get the same error as above.  Now when I run the Installer, I get the Modify, Launch, and More buttons.  When I try to Repair VS I get the following error:

       The dependent package of 'Microsoft.VisualStudio.Product.Enterprise,version=15.9.28307.586' cannot be found: Component.CD12DAC4-FAEF-4D71-896F-B48F3684ECB7,version=16.1.0.32.

    I have been using this installation of VS for several years without any problems until today.  The last thing I did before this problem started was to update the VS Power Tools.  Once that completed I could no longer launch VS.

    From your log shows,

    • “Creation of file 'C:\Program Files (x86)\Microsoft Visual Studio\2017\Enterprise\MSBuild\PowerShell Tools for Visual Studio\System.Management.Automation.dll' failed. Retrying with 'C:\Program Files (x86)\Microsoft Visual Studio\2017\Enterprise\MSBuild\PowerShell Tools for Visual Studio\System.Management.Automation.dll.new' and scheduling the move after reboot.”
    • Error 0x80131500: The dependent package of 'Microsoft.VisualStudio.Product.Enterprise,version=15.9.28307.586' cannot be found: Component.CD12DAC4-FAEF-4D71-896F-B48F3684ECB7,version=16.1.0.32.”

    When you reboot, it is success to perform the renamed dll file. But based on the second error, it indicates that a file we use for managing your installations has become corrupted. The Visual Studio installer engine has made changes to be more resilient to cases that cause this state to occur. Unfortunately, machines already in this state are forced to clean up their installations and apply a fresh Visual Studio installation.

    Please follow the cleanup steps and retry your VS install, before that remember to make sure windows update is up to date, disable anti-virus and clean up %temp% folder:

    1. See if you have this file on your machine: "%programfiles(x86)%\Microsoft Visual Studio\Installer\resources\app\layout\InstallCleanup.exe"
      • If so, please launch it from an admin command prompt with a -full param: InstallCleanup.exe -full
      • If not, please manually delete the "%programfiles(x86)%\Microsoft Visual Studio\Installer”,”C:\Program Files (x86)\Microsoft Visual Studio\2017\Enterprise” folder
      • Relaunch the newly downloaded vs_enterprise.exe.
    2. Allow the first step to install the installer
    3. Once the installer comes up and you can see workload choices (.net desktop and the like), close it
    4. Go launch the same InstallCleanup.exe to clean up old build of VS
    5. Then relaunch vs_enterprise.exe and install VS

    Please let us know if this unblocks you or the issue persists, upload the latest vslog.zip to onedrive site and share link here.

  • I ran the VS Installer and Modified the installation and removed Power Shell Tools.  Once I did this I can now launch VS.
