    Welcome to MSDN forum.

    The "de.resx" is also a file extension, and means that it works in German. In Visual Studio, when resx file is compiled into resource file, it will also linked to a language assembly and will be saved in a folder(for example: de), and the folder is used by .NET framework to locate localized User Interface translations.

    Then .NET application will load the corresponding resource file based on the local language framework. So you need to create a ".resx" file for English environment at the same time.

    BTW, you could also use "fr.resx", the running result is same with "de.resx".
