SSMS NET runtime error

hi
on my computer there was windows 7 (x64) and sql express 2014 , that was working just fine.
but winsxs folder is 40Gb I did not manage to reduce it ....so I decided to do upgrade to windows 10.After that I have problem with sqlexpress and sql managment studio.
I upgrade sql expres from 2014 to 2016 . SSMS remaind 2014 .
when I try to start SSMS , application stops
this is my error

Hi zorzinjo,
SSMS 2014 requires .net framework 3.5 as basement. But after you upgrading to Windows 10, the .net framework 3.5 is disabled by default, please enable it by referring to this document: https://docs.microsoft.com/en-us/dotnet/framework/install/dotnet-35-windows-10.
Besides, you have upgraded to the SQL Server 2016, I would suggest you using the SSMS 17 or 18 to get better experience: https://docs.microsoft.com/en-us/sql/ssms/download-sql-server-management-studio-ssms?view=sql-server-2017
