I have user that is missing OneNote shared folder, and when I try to edit link in desktop this option is missing as well.

Hi Kennyg3939,
This is a forum which discussed about SQL Server, a relational database management system developed by Microsoft. Onenote is a product inside Office, for the problem related to Onenote, I suggest you opening a case in Onenote forum of Microsoft community at https://answers.microsoft.com/en-us/msoffice/forum/msoffice_onenote
Based on my experience, you can right-click on the notebook and click share, you can try it. Besides, please check the Onenote Options -> Customize Ribbon -> Customize the ribbon -> All Tabs -> Other Commands -> Share.
