(SharePoint 2013) A user who uploaded a file sees 'we are having trouble connecting to the server' while others can access

Hello, 

I checked and confirmed that a user uploaded a Excel file yesterday and all other users except for the user who uploaded cannot open the file. 

They are met with a error message "We are having trouble connecting to the server......". What's going on? The file is not checked out either so i am very concerned and confused...

Please check the following to troubleshoot this issue:

1. Clear your Office file cache,please refer to the article that Microsoft Excel cannot access the file on SharePoint:

2. In Excel, select Options >> select Trust Center in the left-hand bar, and then click “Trust Center Settings..” Button >> go to the following sections separately: Trusted Locations, Trusted Documents and External Content, and then select "Allow....to be trusted" Checkbox
3. Delete the file and upload again
