Can't install Silverlight. Gets 99% loaded

Question

Hi  I have made numerous attempts to load Silverlight on my Microsoft Edge account.  I've installed, unistalled, re-installed. It will load to 99% then tells me to hit F5 to accept changes.  I do everything it asks then when I try to use the program it says I need to install Silverlight.  It's like a big circle that goes round and round and goes no where.
