    According to your description, how did you come to this problem step by step?

    Please try to restart your VS before select "Manage Nuget Package For Solution".

    Haven't heard from you and just want to confirm if your issue is solved or not. The pic you shared above seems to be related to Sql Server but not the Nuget Manager Package UI.

    If the issue persists, please share the actual error window you got with related error messages, we'll try our best to help! And if this issue went away, you could consider sharing your workaround here and mark it as answer, so that it can benefit other members who meet similar issue :)

  • So sorry, the issue went away! I don't get here too often. I am usually on SO. Only come for issues that are specifically Microsoft. Thank you very much. I have restarted and it is working.
