When we installed SilverLight, we can see all add-ons through the following way.

IE -> Tools -> Manage Add-ons, you will see the following screenshot.

You said you didn't see the silverlight showing up in add ons. I suggest you can try methods to check whether your Silverlight is installed currently.

1: Open a Silverlight Demo page to verify that there is no problem with your Silverlight installation

2: If your Silverlight is not installed properly, try to clean a corrupted Silverlight installation and then reinstall Silverlight (Download the latest Silverlight plugin and Restart the computer).

That'd work if I didn't have to run this process on 3500 workstation that are imaged through SCCM.
