We just upgraded to TFS 2017U3 from TFS 2013U5 and users on Studio 2008 SP1 are having issues with new Shelvesets, when they select it in the shelveset window it closes the window without displaying the data.
Visual Studio 2008 is no longer supported (support already expired with TFS 2015). You need to use the MSSCCI provider or install Team Explorer 2010 or higher alongside Visual Studio 2008 and use the Source Control Explorer there to handle the access to
TFS.
