    You could use GPO to change the settings in IE or you have a firewall in place you can block it or use an external firewall to stop users.

  • If you have web sense software (web proxy) installed in your enterprise, you can block the access to specific file types by intercepting HTTP calls. It's bit difficult to block calls at IIS level.
