Just a question about access applications. Do these port over properly when an upgrade is done?

The upgrading process from SP 16 to SP 19 is almost the same. You can use the same procedure.

When upgrading service applications from SharePoint 2013 to SharePoint 2016, the following service application databases can be upgraded:
Service application Default database name Business Data Connectivity
BDC_Service_DB_<GUID>
Managed Metadata
Managed Metadata Service_<GUID>
PerformancePoint
PerformancePoint Service Application_<GUID>
Search
Search_Service_Application_DB_<GUID>
Search_Service_Application_AnalyticsReportingStoreDB_<GUID>
Secure Store
Secure_Store_Service_DB_<GUID>
User Profile: Profile and Social databases
User Profile Service Application_ProfileDB_<GUID>
User Profile Service Application_SocialDB_<GUID>
User Profile Service Application_SyncDB_<GUID>
For Access Service, SharePoint 2016 has new Access features. To use Access service in SharePoint 2016, I suggest you create a new Access Service application instead of migrating the old databases.For the Access Apps, as Access service is changed on SharePoint 2016, the old Access Apps may not work again.
So, to migrate Access Apps, I suggest you export the Access table data into SharePoint lists, and migrate the lists into SharePoint 2016. After that, create new Access apps and build tables using the migrated lists.

How about when you trying to upgrade from SP 2016 - SP 2019? Will it be the same procedure for access applications?
