CSS Hover function over-runs <ASP:Menu> items

  • I am stuck on a very unusual problem.  I am working with an ASP .NET site, using masterpages.  Each department has their own masterpage for appearance sake.  In our Sheriff's master page I have added a reference to an external CSS that adds some popup functionality for sex offender photos when you hover over their name.

This was all very easy, not to mention basic.  However, it would appear that the ASP Menu does not allow for Z-Index layering, and allows the CSS images to tromp all over it.  I cannot find anything in the ASP Menu that will allow me to put it on a higher layer.  In addition, I am not able to set the menu within any containers, such as a div, as this breaks the menu for some God aweful reason.

This is a test site that will allow you to see what I am trying to accomplish, and the trouble that I am encountering.  I apologize, I didn't spend any time formatting this page, as it is simply a dummy.

Any help that can be offered would be greatly appreciated.
