Error APPX1101: Payload contains two or more files with the same destination path "Properties\Default.rd.xml"

I just delete the Default.rd.xml file in the properties folder but not remove this file from the background project.

Looking at an old connect bug, it appears there is a workaround which is to set the DLL's "Copy Local" property to "False".
