A smooth cross-fade and scale animation is used for the transition from one semantic zoom level to another. This is the default Windows Touch behavior and cannot be customized.

https://msdn.microsoft.com/en-us/library/windows/apps/hh465319.aspx. If you want to change something about the control animation, you can create a copy of control template of SemamticZoom control. Right click on SemanticZoom control and choose edit template.
You can set your custom value on VisualStateManager element.
