PDF displayed in PageView webpart still opens in application

Thank you for any support you can provide.
In my organization's operations center I've set up pageviewer webparts to display various PDF files that are located within the same site. Even after setting the default behavior to "Open in Browser" it continues to open in the client application. It show a blank pageview webpart and opens the PDF in the application anyway.
I'm at a loss on this one. Is there a way (other than the option I listed above) to force it into the browser? Or does anyone know what may be causing this? Thanks again

Hi
This might be caused by a setting at the Web Application level.
Go to Central Administration > Manage Web Applications and select your web application, then on the Ribbon click on General Settings > General Settings
Within here there is a setting for Browser File Handling which can either be Permissive or Strict.
If yours is set to Strict then this may be the cause of the issue. Try setting it to Permissive and see if your PDFs open within the browser.
