Setup and Deployment, Custom Action files publish in deployment root folder

I made a deployment program. The website files install correctly, the Custom Action runs correctly, this last little tiny issue just bugs me.

The Custom Actions files publish in the root of the installtion folder. The custom Action dll goes into the bin folder. I made 2 filter excludes under the primary output from PrimaryCustomActionOutput, and called out the file names without wildcards.ON files like icons and splash art, they are exculded, so they don't copy over.

Maybe there suppose to be there, I don't know. I don't want them there.
