Would like to know is there any way to create the Client People Picker ?

Hi Deverr, if you mean to create a custom people picker, you can try to take a look on this guide, it's about Sharepoint 2010 but object model should be the same

Per my knowledge, you can use clientpeoplepicker.js to achieve People Picker in client side.
