There are two types of user account in Windows 10:
If you sign in with a Microsoft accout, you will auto sign in upon app launch.
Additionally, there is a similar question about "Need help with Windows 10 In-App Purchases" which include the following text, the link is

The app purchase in Windows 10 would happen from the Store and if you login to the computer using the Local account then you need the Microsoft account credentials to login to the Store.
You may opt for the Local account.
