    For how to achieve the WS-Reliable in the web services, please try to add the following in your config file:

     <bindings> 
          <wsHttpBinding> 
            <binding name="BindingReliableMessaging"> 
              <reliableSession enabled="true"/> 
            </binding> 
          </wsHttpBinding> 
      </bindings> 


    Then please do not forget to add the binding config in your endpoint:

    <endpoint 
              address="" 
              binding="wsHttpBinding" 
              bindingConfiguration="BindingReliableMessaging" 
              contract="myservicecontract"/>
