  • As I said earlier, for Windows Phone 8.0, you must select a Silverlight project. The New Project dialog is a bit confusing. All the items that say "(Windows Phone)" should really say "(Windows Phone Runtime)" to make a clear distinction from Silverlight projects. Runtime projects are only for 8.1.

  • You opened a Windows Phone 8.1 project. It cannot run on Windows Phone 8.0, and therefore no 8.0 emulators are listed for selection.

To build an app for Windows Phone 8.0, create a new project and select one of the Windows Phone Silverlight templates. It will ask whether you want to create an 8.0 or 8.1 project.
