Windows File Explorer incorrect duration for a video file RRS feed

    I wrote an MPEG-4 file using Media Foundation. I wrote a total of 90 frames and the frame rate of the video was set to 30 frames/sec. When I inspect this file in Windows Explorer by right-clicking on the file > Properties > Details, the duration is listed as 2 seconds. See screenshot below:

    Other programs such as QuickTime, ffmpeg utilities and MediaInfo list it correctly as 3 seconds.

    When I write 91 frames, the duration is correctly listed as 3 seconds.

    Is this expected?
