enable migrations in VS 2013

i've got a problem when try to enable migrations in vs 2013 express edition:

System.IO.FileNotFoundException: Could not load file or assembly 'Microsoft.VisualStudio.Shell, Version=10.0.0.0, Culture=neutral, PublicKeyToken=b03f5f7f11d50a3a' or one of its dependencies

i found this Thread : http://forums.asp.net/t/1959573.aspx?Could+not+load+file+or+assembly, installed the package Microsoft Visual Studio 2013 Shell (Isolated) Redistributable Package, described as a solution but the error still exists.

Welcome to asp.net forum.

According to your description above, I'd like to suggest you to uninstall Microsoft Visual Studio 2013 Shell (Isolated) Redistributable Package via Control Panel first, and reinstall Microsoft Visual Studio 2012 Shell (Isolated) Redistributable Package in Visual Stdio 2013 Express, and check whether it can fix it.
