Image Editor Missing VS2015

I installed VS2015 Community Edition. I can't find the Image Editor - it only let's me use Paint.
So I installed VS2015 Enterprise Trial - same issue, only Paint is available.
Is there some other install I need to get the Image Editor?

Hi Barry,
I just figured it out - I was trying to edit icon images; which makes the graphics designer unavailable. If I try and edit any other type of image (png, bmp, etc.) the graphics designer is available.

Based on MSDN document, the following is the image editor in VS2015:
I can use it without problem when create new image file in Visual Studio.
But the problem is that I don't know the meaning of " only Paint is available", can you show me a screenshot to describe this issue? Maybe the paint in your post just means the image editor?

Bizarrely, Microsoft has now decided to not include the Icon Editor by default.
You must specifically ask to include the C++ Library stuff, to get the Icon Editor installed with VS2015.
Yeah... I know... it's ridiculous. Let's install a few extra Gb's of stuff, just to get this one essential feature.
Oh, and it's also missing in the default install of VS2017....
