Couple of users cannot see the Promoted Sites bar

I have a couple of users who, when they click on "Sites" from within the Suite Bar, are not presented with the standard promoted sites bar. They see nothing....just blank with the option to add sites which they do not have permission to do. I verified no target audiences are being applied so everyone should be able to see the same promoted sites. I also checked to ensure that the promoted sites webpart is not hidden.
I cleared IE cache and temporary files...no luck. I also tried having the user try a different browser. I created a user with the same rights and the test user worked fine. not sure what's going on. What else can I check?

Hi JARED,
As the new user could work well, please try to run a full User Profile Sync. After finishing, test again, compare the result.
Please create a new promoted site, then check if the new promoted site displays for the problematic users.
For the problematic users, if there is the message:
If yes, please click "Click here". Then check if the existing promoted sites displays.
In addition, you can try to run a SharePoint Products Configuration Wizards and do an IISRESET, they may fix some potential issues.

Thanks Wendy for the reply. I failed to mention that we are running SharePoint 2013 within O365...so performing an IIS reset is something we cannot do. I understand Microsoft performs nightly user profile sync so I will check to see if that resolved the issue.
