    Most would use local IIS on their development machine, which is a real Web server unlike IIS Express. Anything you're trying to do in trying to use a real Web server on the Internet can be done by the program being hosted on local IIS.

    your question does not make sense.

    WebApi is .net library for creating a web service api. It does not get / post, but responds. You need to build the Api first before you call it. When you build the api, you define how it must be called.

    there are several WebApi protocols. REST (the default), OData, SOAP, GraphQL, or custom. 

    there are free tools Postman for calling an existing api. HttpClient is the library for calling a webapi. 

    if you just want to call an existing api, typically there is a site. try google, twitter, facebook, etc. they all have test tools or you can use Postman. they have either REST or GraphQL apis.
