Will a Surface Pro tablet with Win8.1 OS run VS2013 Web and SQL Server 2012?

I don't see any reason why it wouldn't.

A Surface Pro is going to run a full version of Windows 8 (or in this case 8.1) unlike the RT versions which run Windows RT and would not be able to support any non-RT applications. You should be able to install and use Visual Studio 2013 and SQL Server 2012 without any issues.

Jeff Bramwall actually has a blog post on using his Surface Pro as a primarily development computer / tablet with Visual Studio and the works installed that might be worth reading.
