Can't Edit Forms

We have a setup as follows. This database was built in access 2003 on xp and I am using 2007 on vista. It has a front end database with forms and queries and reports that links to a backend database with all of the data. There are multiple of these "front end" dbs that users use which all go back to the same back end. I am trying to change a form to add some new features. However, when I open the DB it says I don't have exclusive access and won't let me save. If I go back into access and try to open it exclusively, I get this error.
You do not have the necessary permissions to use the 'C:\DatabasePath\db.mdb' object. Have your system administrator or the person who created this object establish the appropriate permissions for you.
Any ideas on how I can gain exclusive access to this?

I did have permissions but I went ahead and granted full access for everyone. I still get the error.

I can open the file just fine. I can run sql queries and everything. I just can't open it exclusively and I need to so I can edit the forms.

It is, but in the description you can read:
" Discuss using Access as a data store for ASP.NET, and the AccessDataSource control."
