    Welcome to post the issue in clickonce forum.

    From this document we know this problem occurs because the warning pop-up window interrupts the installation of the ClickOnce application. The Bootstrapper of the ClickOnce application determines whether the program file is available at the specified Web server. When the Warn if changing between secure and not secure mode option is enabled, the Bootstrapper cannot handle the redirection between a nonsecure (http) Web server and a secure (https) Web server.

    To work around this problem, use one of the following methods:
    1, In Internet Explorer, disable the Warn if changing between secure and not secure mode option.
    2, Make sure that the setup URL is not redirected between nonsecure (http) mode and secure (https) mode.
    3, Do not redirect the setup URL. Directly use the actual setup URL.
