Hi,
I'm using Visual Studio 2019 Community edition, I want to create a SSIS project solution in Visual Studio, I don't find the SSDT project template in Visual studio to create a new project, Please let me know how to create a package in Visual studio 2019.

There are some modifications in SSDT for Visual Studio 2019, this document: Changes in SSDT for Visual Studio 2019 explains it and you could refer to it.

Welcome to MSDN forum.
According to your description, you are using Visual Studio 2019 Community, if you want to create a SSIS project, you need to install the integration services extension by the following steps:
#1. Open your VS and select Extensions -> Manage Extensions and you will open the manage extensions page.
#2. Then, type integration services in the upper-right table, and you will find the SSIS extension that you want. For more information, you could refer to the link.
#3. If you want to create a package in VS 2019 Community, you could refer to the link.
BTW, SSDT can be supported in Visual Studio 2017. for Visual Studio 2019, some functionality of SSDT has moved into the respective Visual Studio extensions.
