Upload document or create folder restriction in document library

In SharePoint 2013, the user has contribute permission in document library. Hence "new document or drag files here" link is available for uploading documents and creating Folders. Is there any way to restrict this without hiding the link ? The client is not willing to use the top ribbon.
The document library will have different folders with different user permissions. Hence the users are limited to specific folders for uploading documents and create sub folders.
Currently the user can upload documents in the root level of the document library because the user has contribute permission in the document library.

Hi ghsajith,
In SharePoint 2013, if you have “Contribute” permission in the document library and “View Only” permission in the folder, the “new document or drag files here” link in the folder is not available. Besides, the New document and upload document icons in the ribbon are greyed out and you cannot create a new document into this folder because you have no permission.
What is the requirement do you want to achieve? Please provide more information about your requirement and the meaning of to “restrict this”. It would be better if you can also provide some screenshots about it.

Folder level it is fine. I agree with that. However the user can upload documents outside folder (In the root of the document library)

How can we restrict the users in this case. User should not upload any document outside the folder.
